
Description
On October 20, 2023, Yossi Bar-Zion on behalf of 347 Moorpark Avenue, LLC, submitted an application to construct an 8,578 square-foot mixed-use building with two ground-floor commercial spaces (totaling 2,803 square feet) and six residential units (totaling 4,520 square feet) on an 18,212 square-foot lot. The property is located within the Downtown Specific Plan and is zoned Mixed Use Low. A planned development permit is required in a mixed-use zone for the construction of a new building.
On March 2, 2026, the Applicant submitted an application for a variance to allow an alternative screening treatment in lieu of an eight-foot-high decorative block wall on the western side of the property required pursuant to Section 17.32.040.C.8 of the Moorpark Municipal Code.
