We’re updating the 1998 Downtown Specific Plan to shape a vibrant, walkable, and connected community around High Street and the Moorpark Metrolink Station. This effort will modernize zoning with a form-based code that emphasizes high-quality design, encourage housing and mixed-use projects, enhance public spaces, improve walking and transit connections, and preserve the small-town character that makes Moorpark unique. Through community workshops, public input, and clear development standards, we’re working together to create a thriving downtown for residents, businesses, and visitors. This project is funded by the Southern California Association of Governments (SCAG) through the Regional Early Action Planning Grant Program (REAP 2.0) under the Housing Infill on Public and Private Land (HIPP) Program.
