Zoning Code Update

The City of Moorpark is in the process of updating Title 17 (Zoning) of the Moorpark Municipal Code. This update will help modernize our local regulations, streamline City processes, and ensure our zoning rules continue to meet the evolving needs of our community.

The Zoning Code Update is intended to modernize and clarify the City’s development regulations, address issues identified through administration of the Code, and ensure consistency with current State law and City policy. The update also seeks to streamline and right-size the development review process by reducing unnecessary discretionary review for routine or lower-impact projects, while retaining appropriate review for larger or potentially more impactful development. It also updates land-use definitions, permitted-use tables, development standards, and administrative procedures to make the Code clearer, more predictable, and easier to use.

Red House Shape Overlaid on Construction PlansZoning establishes how property may be used and developed within the City. Every property in Moorpark is assigned a zoning designation that identifies the types of uses that may be allowed—such as residential, commercial, industrial, mixed-use, or open space—and the development standards that apply to the property. These standards can regulate things such as building height, setbacks, parking, lot coverage, and other aspects of development.

Zoning implements the community’s long-term vision established by General Plan 2050 and helps ensure that new development is compatible with surrounding properties and neighborhoods.

You can look up the zoning designation for a specific property using the City’s Zoning Map and GIS resources. The City’s interactive GIS map allows you to search for an individual property and view its zoning designation.
