Virtual Counter
ALL PLAN CHECKS MUST BE SUBMITTED ELECTRONICALLY.
Physical plans are no longer accepted.
Plan checks are accepted via the City's SHOP portal, via email, or via flash drive. On a case by case basis, physical plans 11”x17” or smaller may be manually scanned at our front counter and accepted for plan check. If you require assistance submitting plans, please contact the Building and Safety Division at 805-517-6272 or building@moorparkca.gov
Visit the City's new Moorpark Self-Help Online Portal (SHOP) for online building permit applications and inspection requests!
All applicants will need to create a SHOP account in the portal at www.moorparkca.gov/SHOP. Press the "Login or Register" link, and then use the "Sign up" link at the bottom of the form to sign up for a new account. Need help? E-mail questions to ShopSupport@moorparkca.gov.

- Building and Safety Permit Application
- Construction and Demolition Materials Management Plan
- Owner Builder Form (if applicable)
- Zoning Clearance Application (if applicable)
- Business Registration Application (if applicable)
