NOTICE IS HEREBY GIVEN that a public hearing will be held before the Planning Commission of the City of Moorpark, California, on Tuesday, March 24, 2026, at 7:00 p.m., at the Moorpark City Hall, located at 323 Science Drive, Moorpark, California, 93021, to consider the application described below.
NOTICE IS FURTHER GIVEN that pursuant to the California Environmental Quality Act (CEQA), the Community Development Director determined that this project is exempt from environmental review pursuant to Section 15332 (Class 32: In-Fill Development Projects) of the California Environmental Quality Act (CEQA) Guidelines. Therefore, no further environmental documentation is required.
Members of the public who want to attend the meeting may do so in person or watch electronically. Public comments can be made in person at the meeting or submitted by email.

Entitlements: Mixed-Use Development Permit (MPD) CD-MPD-2023-0000, Variance (VAR) No. CD-VAR-2026-0002
Applicant: Yossi Bar-Zion
Proposal: A request to construct an 8,578 square-foot mixed-use building with two ground floor commercial spaces (totaling 2,803 square feet) and six multi-family residential units (totaling 4,520 square feet) on an 18,212 square-foot vacant lot, and a variance to allow an alternate screening treatment in lieu of an eight-foot high decorative block wall on the western side of the property, located at 347 Moorpark Avenue.

The project files may be reviewed at the Community Development Department, City Hall, 323 Science Drive, Moorpark, CA 93021 during normal business hours.
Any person may appear and be heard in support or opposition to the Project at the time of the hearing.
The Planning Commission in their deliberation could approve, not approve, or approve the request in an alternative form. If you challenge the proposal in court, you may be limited to raising only those issues you or someone else raised at the Public Hearing described in this notice, or in written correspondence delivered to the Community Development Department at, or prior to, the Public Hearing.
