As homes become available, the City takes the following steps to select potential buyers for the homes:
Step 1 - Watch the First Time Home Buyer Workshop Video
To participate in the First-Time Homebuyer Program (FTHB), all applicants must complete the online virtual workshop and pass the accompanying quiz. The links below provide access to a workshop video highlighting key information about program participation, loan qualification, and restrictions applicable to homes within the program.

Step 2 - Complete a Post Workshop Quiz
Upon completing the workshop and successfully passing the quiz (80% or higher), applicants will receive a workshop completion certificate via email within 60 days. This certificate, valid for one year or until the program updates, is required to apply for homes in the Program. It is the applicant's responsibility to maintain a valid certificate. When a home is available, applications will only be provided to individuals who have obtained a workshop completion certificate.

Step 3 - Apply
When an FTHB home becomes available, the City will notify those on the FTHB interest list. Only those with a valid workshop certificate can apply. For those with a valid workshop certificate, a full application and instructions will be emailed when a home becomes available. Along with the application, a non-refundable $50 fee, loan pre-qualification letter, income documentation, tax records, and household details are required. For more information, please see Policy CD-21 (English/Spanish).

Step 4 - Lottery
After the application period closes, the City will review submissions for completeness and eligibility, which may take several weeks. A lottery will then determine applicant order, giving first priority to Moorpark residents, second to those working in Moorpark, and third to all other applicants.
Step 5 - Sales Agreement and Mortgage Qualification
Once a lottery list is assembled, applicants at the top are given the first opportunity to purchase a home. The escrow process can multiple months, depending on the home, mortgage market, and buyer-seller agreements. Before finalizing the purchase, both parties must complete the required documents and all applicants must attend a pre-purchase education class.
Step 6 - Move-in
Once the property closes escrow, the buyer will be given keys and move into the home. The program requires that the buyer complete certain educational requirements post-purchase and complete occasional compliance verification with the City.
