  • Cancellation and Withdrawal Policies and Definitions:

    Credit or Refund Policies applied to all programs: Refunds/credits will be pro-rated, and any costs incurred by the City and applicable cancellation fees will be deducted from refunds/credits. 

    Credits: Credits will be applied to your Arroyo Vista account (fees must be used prior to the end of the fiscal year on May 31st, except for credits from rentals which are good for one calendar year from cancellation date).  

    Refunds: Refunds will be issued back to the credit card account if original payment was made via credit card, and checks will be issued for payments made via check or cash.  A refund processing fee is deducted from all refunds, as specified below.     

    Transfers: Transfer refers to moving a registration from one activity to another. 

    Cancellations by the City: Full refunds or credits will be issued for cancellations by the City. 

    Please see below for the cancellation/withdrawal policies specific 
     to each program or rental.

    Recreation Class Refund Policy:

    Requests for withdrawals must be received as follows: 
     1.) One-session programs: at least 1 business day prior to program date 
    2.) 2+ session programs: prior to the 2nd class meeting date 

    Refund Processing Fee: $15 per transaction

    Inclement Weather/ Make-Up Dates: In the event of rain-outs (outdoor classes only) or instructor absences, a make-up date will be scheduled for missed classes. Refunds/credits are not available if a participant cannot attend the make-up date.

    Camp Moorpark Refund Policy:

    Requests for transfers, credits, or refunds must be received by the Recreation office no later than 5:00 p.m. the prior business day.  Transfers, credits, or refunds will not be issued if not received by this time.  Click here to view the Camp credit/refund options and applicable cancellation and refund processing fees. Camp Packet 2024-2025 Transfer/Credit/Refund InfoSICK DAY CREDITS:  A credit may be issued if your child is exhibiting cold or flu symptoms. The office must be notified by 8:30 a.m. on the date of absence to receive the credit. For full-week enrollments, a prorated credit will be issued beginning with the 2nd day of absence. A maximum of five (5) sick day credits can be issued during the camp year (Summer - Spring). 

    To report a sick day absence, email avrc@moorparkca.gov with the subject line SICK DAY ABSENCE. In the email, include your name and your child’s name. You will receive a confirmation email when the sick day credit is issued. Field Trip fees are not eligible for Sick Day Credits unless the space can be filled from a wait list. Note: Sick day credits are NONREFUNDABLE and will expire at the end of the camp year if unused (May 31st).

    Refunds, Credits, or Transfers for other absences are not available. An exception to this policy may be made only if there is a significant tragedy and the child is absent because: 1) the child has been admitted to a hospital for a serious or life threatening injury; 2) the family has suffered a catastrophe such as losing their home due to a fire or natural disaster; 3) an immediate family member has been admitted to a hospital with a serious or life threatening illness/injury; or 4) of the death of a close family member or friend.

    Refund Processing Fee: $15 per transaction

    Cancellation Fee: Varies, according to chart above.

    Moorpark Little Learners Academy Withdrawal and Refund Policy:

    Parents must provide notice of their intent to withdraw a child from the program prior to paying tuition for the following month. If the child’s last day is prior to the end of a school month, tuition may be prorated on a weekly basis. 

    Refunds, credits, or transfers are not available for this program.

    Sports League Cancellations (Youth Basketball League & Adult Sports Leagues):

    Youth Basketball League - Requests for withdrawal must be received by the Recreation office prior to the second team meeting (both practices and games count as meetings). A jersey fee may be deducted if jerseys have been ordered at the time of cancellation.

    Refund Processing Fee: $15 per transaction

    Adult Sports Leagues - Requests for withdrawal must be received by the Recreation office prior to the posting of the League’s game schedules.

    Refund Processing Fee: $15 per transaction 

    Ticketed Events:

    All event tickets are non-refundable (Easter Egg Hunt, 3rd of July Fireworks Extravaganza, and Haunted High Street carnival).

    Registered Events:

    The timeframe for requests to withdraw, as well as any applicable cancellation fees, will be noted on the event webpage and payment receipt. These events include: Cinco de Mile Fun Run, Summer Camp Out, and Breakfast with Santa.

    Refund Processing Fee: $15 per transaction 

    Cancellations Policy for Park and Facility Rentals:

    Rental fee refunds for Park Rental cancellations are subject to the fees described below and the fee amounts as specified in the City Council’s Resolution Establishing Park Rental Fees, Deposits, and Additional Charges.  Refunds will not be issued for permits with rental fees of $25 or less. The permit application fee(s) and change fees are non‐refundable, except for cancellations due to inclement weather or conditions which make the facility unusable, as described below.

    Refund Processing Fee: $16 per transaction

    Cancellation Fee: 50% of rental fees

    Non-Refundable Fees include any application fees (including late application fees) or change fees paid. 

    Cancellations Policy for Outdoor Rentals with less than 2,000 Attendees: 

    a.  For cancellations received thirty (30) calendar days or more in advance of the Rental date, the City will refund all fees paid (except non-refundable fees), less a refund processing fee.  Renter may also elect to reschedule the canceled Rental or receive a full credit (less any non-refundable fees), which may be applied to a future Rental date. Said credit must be used within one (1) year of the cancellation.

    b.  For cancellations received between twenty-nine (29) and five (5) calendar days prior to the Rental date, the City will refund all fees paid less any costs incurred by the City, a refund processing fee, and a cancellation fee established by City Council Resolution.  Renter may also elect to reschedule the canceled Rental, or receive a full credit, which may be applied to a future Rental date. Said credit must be used within one (1) year of the cancellation.

    c.  For cancellations received less than five (5) calendar days prior to the Rental date, the City will refund the security deposit only, less any costs incurred by the City. If a security deposit was not paid, no fees will be refunded. Rescheduling of the cancelled rental may only be considered with extenuating circumstances approved at the discretion of the Parks and Recreation Director.

    d.  For cancellations due to inclement weather (temperatures below 45°F or above 95°F, active precipitation, winds in excess of thirty (30) miles-per-hour, or heavy fog), a National Weather Service forecast twenty-four hours prior to the rental date of 50% or greater chance of inclement weather in Moorpark during the rental hours, or conditions which make the park facility unusable (as determined by the Director), Renter is entitled to a full refund. Renter may also elect to reschedule the canceled Rental.

    Cancellations Policy for Indoor Facility Rentals, Tournaments, and Rentals with 2,000+ Attendees: 

    Rental cancellations are subject to the following: 

    a.  For cancellations received sixty (60) calendar days or more in advance of the Rental date, the City will refund all fees paid, less any costs incurred by the City including staff costs, plus a refund processing fee.  Renter may also elect to reschedule the cancelled Rental or receive a full credit (less any non-refundable fees and costs incurred by the City), which may be applied to a future rental.  Said credit must be used within one (1) year of the cancellation.

    b.  For cancellations received between fifty-nine (59) and fifteen (15) calendar days prior to the Rental date, the City will refund all fees paid (except non-refundable fees), less any costs incurred by the City, including staff costs, a cancellation fee, and a refund processing fee. Renter may also elect to reschedule the cancelled Rental or receive a full credit (less any non-refundable fees and costs incurred by the City), which may be applied to a future rental.  Said credit must be used within one (1) year of the cancellation.   

    c. For cancellations received less than fifteen (15) days prior to the Rental date, the City will refund the security deposit only, less any costs incurred by the City, including staff costs, plus a refund processing fee.

    d. For cancellations of outdoor facilities (for tournaments and events with 2,000+ attendees) due to inclement weather, (temperatures below 45°F or above 95°F, active precipitation, winds in excess of thirty (30) miles-per-hour, or heavy fog), a National Weather Service forecast twenty-four hours prior to the rental date of 50% or greater chance of inclement weather in Moorpark during the rental hours, or conditions which make the park facility unusable (as determined by the Director), Renter is entitled to a full refund.   • Please register in advance! Classes may fill, or may cancel if minimum enrollment is not met prior to the start date.  Registrations are taken on a first come/first served basis, unless otherwise noted. Programs may be combined or canceled as necessary if the minimum enrollment is not met. Program information is subject to change. Payment is due in full at the time of registration. The City accepts cash, check, and credit card.  Please note, there is a $35 NSF fee for all returned checks.   

    There are several options to register for a class:

    ONLINE: Visit www.moorparkca.gov/recreg for online registration. Search for activities by code, keyword, age, or category. You can then register and pay by credit card. Don’t forget to print your enrollment receipt. If the program you want is not listed online, please call us at (805) 517-6305 to check the status of the class.  

    BY PHONE: Call us at (805) 517-6305. Registrations are accepted during office hours. Have your registration information and credit card ready. Please do not leave your credit card number on the voicemail system. 

    IN PERSON: Walk-in registrations are accepted at the Arroyo Vista Recreation Center from 8:30 a.m. to 6:00 p.m., Monday through Friday (closed weekends and major holidays).

    Recreation Program Accommodations: Reasonable accommodations will be provided to participants on a case-by-case basis. If you need a special accommodation, please notify Recreation Division staff at least two weeks prior to your program start date.

    Camp Moorpark offers flexible registration. Parents can enroll children for full weeks or single days. Enrollments are confirmed only when full payment is received; children will only be enrolled in days for which payment is made. Specific rates and policies for transfers, cancellations, and credits are outlined in the Camp Packet.

    To register for Camp, complete and sign the Annual Camp Enrollment Form. Submit the completed form, along with the nonrefundable annual registration fee in person to the Arroyo Vista Recreation Center (4550 Tierra Rejada Road), or mail to: Camp Moorpark Registration, 4550 Tierra Rejada Road, Moorpark, CA 93021. Once the annual registration fee has been paid and the Annual Camp Enrollment Form completed, camp days can be added online, in person, or over the phone. Please note that late and drop-in enrollments are subject to availability.

  • Specific registration schedules will be posted at www.moorparkca.gov/youthsports and in the quarterly Recreation Guide. 

    Coaches' Kids: Children of coaches receive priority enrollment and a discount off registration.  Coaches must have completed fingerprinting and paperwork one week prior to seasonal evaluations. A mandatory coaches meeting is held each season. 

    Other players: Registration & evaluations are held each season, as noted at www.moorparkca.gov/youthsports and in the Recreation Guide.  Please note the seasonal registration schedules listed.

    Player Evaluations:  Once registered (or placed on the waitlist if division is full), players should attend evaluations at the AVRC Gym on the date and time listed at www.moorparkca.gov/youthsports and in the quarterly Recreation Guide.  All players, new and returning, must attend evaluations.  Players unable to attend due to illness or other emergency will be randomly assigned to a team.

    A park rental permit is required for:

  • Park and facility reservation applications are available at www.moorparkca.gov/reservations or at the Arroyo Vista Recreation Center (4550 Tierra Rejada Road). 

    Rental applications must be submitted in person at the Arroyo Vista Recreation Center.  In addition to your completed application, please bring photo ID (renters must be at least 21 years of age), and a form of payment (cash, check, or card). 

    Park reservation applications are due no less than 10 days in advance of the rental date, and facility reservation applications are due no less than 30 business days in advance of the rental date. 

    Once the fees are paid and the permit is approved, your permit will be emailed to you.

  • The Arroyo Vista Recreation Center is located at 4550 Tierra Rejada Road in Moorpark. Our main building is located in parking lot A. The cross-street is Countrywood Drive. 

    Driving directions:

    From the San Fernando Valley and Simi Valley: Take the 118 Freeway West to Moorpark: Exit Los Angeles Avenue. Turn RIGHT (west) onto Los Angeles Avenue. Stay on Los Angeles Avenue until you reach Tierra Rejada Road. Turn LEFT onto Tierra Rejada Rd. Turn LEFT at Countrywood. Follow the access road to the bottom of the hill. 

    From Thousand Oaks and Calabasas: Take the 101 to the 23 Freeway North to Moorpark: Exit Tierra Rejada Road. Turn LEFT and go into Moorpark. Turn RIGHT at Countrywood Road. Follow the access road to the bottom of the hill. From Camarillo, Ventura, and Oxnard: Take Highway 118 East to Moorpark: When you reach Moorpark, turn RIGHT at Tierra Rejada Road. Turn LEFT at Countrywood. Follow the access road to the bottom of the hill. 

    From Fillmore and Santa Clarita Take Highway 126 to Highway 23 South to Moorpark: The 23 South will become Moorpark Avenue. Stay on Moorpark Avenue to Los Angeles Avenue. Turn RIGHT onto Los Angeles Avenue. Turn LEFT onto Tierra Rejada Rd. Turn LEFT at Countrywood. Follow the access road to the bottom of the hill.

    At a minimum, you will need to obtain a Business Registration from the City of Moorpark. This can be done over the counter at City Hall during our normal business hours.

  • If you live on a public street, yes. Public streets are for the benefit of everyone and parking spaces are not reserved or restricted.  However, vehicles may not be stored in the public right of way for periods greater than 72 hours. If a vehicle appears to have been abandoned or left in the same spot for 72 hours or more, give us a call at (805) 517-6232 or send an email to codecompliance@moorparkca.gov, and we will work with Parking Enforcement and the Moorpark Police Department to address the problem.

  • Streets are considered public right of way. Consequently, residents may not reserve parking for their use on any public street by any means.

     Per Moorpark Municipal Code Section 8.36.070 (C), trashcans may only be placed in the street between 5:30 p.m. the day before collection and 10:00 p.m. the day of collection.

  • Placing objects in the right of way without an Encroachment Permit is a violation of Moorpark Municipal Code Section 12.04.230. Generally speaking, the public right of way is reserved for vehicle traffic and parking; privately owned storage is not permitted.

  • Structures that are less than 120 square feet and have no utility connections do not require a permit.  The structure must comply with required property line and adjacent structure setbacks. Sheds may not be used as habitable structures under any circumstances.

  • Most residential zones in the City are limited to a total of four dogs and cats per property. Per Moorpark Municipal Code Section 17.28.030 (5)(a), up to fifteen smaller pets, such as hamsters, rats and guinea pigs and small birds (less than 6” in height) may be kept on any residentially zoned property. If animals are to be kept outside, enclosures must be at least 15’ from the property line.

    In order to keep larger animals such as equines, bovines, porcines, and fowl, such as chickens or ducks, you must be located in a Rural or Agricultural zone.

    Before you purchase or adopt that adorable animal, check you property’s zoning by checking the City’s Zoning Map, or with the City’s GIS system, and consult Moorpark Municipal Code Section 17.28.030

    Please note that all dogs and cats in the City of Moorpark must have a pet license.

  • No, the City of Moorpark prohibits short term rentals (i.e. for periods less than thirty days) throughout the City.  Homes may be rented for periods greater than thirty days.

  • Recent changes in state law allow property owners to develop accessory dwelling units, including garage conversions, on residential properties. However, such modifications require a permit and must be completed in compliance with all applicable building and safety codes. Contact the Planning Division via email at sdurghalli@moorparkca.gov or via phone at (805) 517-6258 with questions regarding Accessory Dwelling Units.

    Conversion of a garage, shed, or other space without the benefit of permits poses a serious health and safety risk and is a violation of the Moorpark Municipal Code.  Work done without proper permits may be required to be removed.

  • We’re sorry to hear that; the City takes incidents of graffiti very seriously. We recommend that you contact the Moorpark Police Department at (805) 532-2700 so that Deputies may take a report. The MPD works hard to track down individuals responsible for vandalism and graffiti. When they are successful, victims can sometimes collect restitution.

    Once a police report has been taken, property owners are required to remove or paint over graffiti within five days. Left alone, one instance of graffiti tends to attract further vandalism and property damage.

We hope you and your guests have a great time!  First and foremost, be a good neighbor and advise those around you of your plans.  Good communication goes a long way.  In terms of City regulations, you will want to keep any noise below 75 dB as measured at the property line. After 10:00 p.m., any noise disturbance becomes a violation of Moorpark Municipal Code Section 17.53.070, so plan to turn off any amplified sound before that time.

  • Prior to signing a lease, buying a property, or initiating a use, we strongly recommend that you meet a city planner to verify that your business can be permitted in the location of your choice and go over the permitting process.

    A Zone Clearance and Business Registration are required in order to conduct any business from a non- residential location. A Zone Clearance must  also be obtained for new businesses and when an existing business changes locations.  In some cases, a new business may require an Administrative Permit or Conditional Use Permit. 

    Often, a new business or a business moving to a new location will need an Occupancy Inspection.  Please contact the Building and Safety Department at (805) 517-6272 for more information.

  • With few exceptions, business signs will require the issuance of a Sign Permit or a Temporary Sign Permit.

    Signs are regulated somewhat differently in various zones and Specific Plan areas, and are covered by Moorpark Municipal Code Chapter 17.40.  Additionally, it is recommended you contact the Planning Department to see if your sign would be required to follow specific guidelines assigned by a Master Sign Program, (frequently associated with a commercial development), or other conditions of approval associated with industrial projects.   • For a commercial or industrial zoned property, shipping storage containers are considered “outdoor storage” and are generally prohibited. However, outdoor storage may be considered on a temporary basis through a Temporary Use Permit (TUP), when the use of the containers is in conjunction with a permitted business or construction activity.  A Temporary Use Permit, if approved, will allow the container on the property for a maximum of 90 (ninety) days, with a possible extension of an additional 90 (ninety) days.

  • If you are starting a food truck/food cart business, you will need a Business Registration.  You also need to contact the Ventura County Environmental Health Division at (805) 654-2813 regarding their requirements. 

    If located on private property, you will also need to obtain a Temporary Use Permit, with up to one extension (if approved).  After that, you would be required to obtain an Administrative Permit (if approved). 

    If located on a public street, you will also need to submit a Vendor Form and obtain a Badge from the City.  A vendor may not stop a vehicle for more than thirty (30) minutes in any one (1) location, unless a Temporary Use Permit has been applied for and approved.

    If located at Moorpark College, food vendors do not need to obtain a Business Registration, but will need permits from Ventura County Environmental Health Division and from the college.

  • A “temporary use” is one which occupies a parcel of land for a period of more than one hour within a 24- hour period. Temporary use permits (TUP) are often granted for construction signs, Christmas tree lots, community events, carnivals, and outdoor sales. Generally, TUPs are only issued for events on private property.
