Public Comments During COVID-19 Pandemic

As of April 1, 2021, the City Council has returned to an in-person meeting format.  Members of the public who wish to attend meetings in person are welcome to do so, or you may participate electronically via email or via Zoom. Public comments may be submitted by E-mail, by 4:00 PM on the day of a City Council meeting. Please limit written comments to 500 words. Additionally, you can register to speak during the City Council meeting by accessing the upcoming meeting agenda below and clicking on the "Zoom Sign To Speak" link which will direct you to a Zoom Meeting Registration page.  

Staff Report: Appropriation Limit for Fiscal Year 2023/24

Pursuant to the Gann Spending Limit Initiative (Proposition 4, 1979), all local agencies must establish their appropriations limit based on their population and inflation.  If a local agency ends its fiscal year having exceeded its Gann Limit, it must return the excess to taxpayers within two years.  The City's Gann Limit for fiscal year 2023/24 is calculated at $49,091,379.  The City's proposed Fiscal Year 2023/24 Budget contains applicable appropriations totaling 18,465,069, which is less than half of the City's Gann Limit.
