Information About First Trash Rate Increases in Moorpark Since 2011

Following public meetings on December 6, 2017 and June 6, 2018, Moorpark residents and businesses will see their first solid waste (trash, recycling, organic waste) rate increases since 2011.  The new rates reflect the current costs of providing trash, recycling, and yard trimmings collection, as well as new and upgraded services for Moorpark, including an expanded senior discount (ages 62+).  Because the City Council negotiated a rate freeze with the City's trash haulers between 2011 and 2018, smaller annual increases were skipped during negotiation of a new solid waste franchise agreement, which results in a single larger-than-normal increase at this time as rates are reset to match the costs of providing service.

Savings to Moorpark Customers: 2011-2018

The rate freeze between 2011 and 2018 allowed standard residential customers to continue paying the 2011 rate of $26.36 per month instead of the $30.04 per month that was required by the City's prior solid waste franchise agreement to match the increasing costs of providing service.  This resulted in a savings of $194.90 for every homeowner over seven years.  Standard commercial customers similarly saved $1,987.92 during that time.

Most trash in eastern Ventura County is taken to the Simi Valley Landfill and Recycling Center for disposal/processing.  As a result, the costs of serving Moorpark should be expected to be slightly higher than the costs of serving Simi Valley, and slightly lower than the costs of serving Thousand Oaks.  Using standard residential service as an example, the Moorpark standard residential rate of $30.63 per month is in between the Simi Valley rate ($29.88 per month) and the Thousand Oaks rate ($30.83).

Expanded Services to Moorpark Customers

The new rates include various new and expanded services for Moorpark residents.

  • Expanded Senior Discount: Residential account holders aged 62+ now receive a discount at all service levels, and may even result in a rate decrease for some customers.  Contact Waste Management Customer Service at (805) 522-9400 to register.
  • On-Line Billing and Payments: Former Moorpark Rubbish Disposal customers are able to receive and pay their bills electronically at www.wm.com (Waste Management Customers can continue their current on-line services).
  • Free Bulky Item Pickups: Schedule FREE bulky item pickups two times per calendar year, with up to three items per pickup, for a total of six free bulky item pickups per year.
  • Free Paper Shredding/E-Waste Drop-Off: Take advantage of three FREE paper shredding and electronic waste collection events every year.
  • Free Landfill Days: Dispose of trash, yard waste, and bulky items for FREE at three Free Landfill Days at the Simi Valley Landfill and Recycling Center per year.
  • Free Household Hazardous Waste Drop-Off: Dispose of your hazardous waste (cleaners, paints, chemicals, etc.) at 30 FREE household hazardous waste drop-off events every year.
  • Free Used Motor Oil Kits and Collection: Pick up a FREE used motor oil kit at City Hall (includes a funnel, filter bag, and a 15-quart oil container), change your oil, and bring it all to Jiffy Lube or AutoZone for free disposal.
  • Free Annual Cooking Oil Drop-Off Event: Bring your used cooking oil and dispose of it for FREE at an annual drop-off event after Thanksgiving.
