Online Building Permits

The City of Moorpark Community Development Department only accepts electronic plan check submittals; physical plans are no longer accepted. Plan checks are accepted via the Moorpark Self-Help Online Portal (SHOP), email, or flash drive. Physical plans 11”x17” or smaller may be accepted for plan check on a case by case basis. Please contact us if you require assistance submitting plans.

Duties
The Building and Safety Division, provided through contract services by Charles Abbott Associates, reviews plans and issues building permits for compliance with:

  • 2025 California Building Code
  • 2025 California Fire Code
  • 2025 California National Electric Code
  • 2025 California Plumbing Code
  • Various other building codes
